Four Phoenix Union Teachers earn National Board Certification
Sheryl Filliater, Alaina Adams, Andrew Chapman and Jennifer Daley are the newest National Board Certified Teachers in the Phoenix Union High School District.
Filliater is a math teacher at Metro Tech, Adams is an English teacher at Maryvale, Chapman teaches science and math at Bioscience High School, and Daley is a music teacher at Cesar Chavez.
The certification, considered the teaching profession’s highest honor, is presented by the National Board for Professional Teaching Standards to teachers who demonstrate, through a performance assessment, that they meet the high and rigorous standards for what accomplished teachers should know and be able to do.
Phoenix Union now has 16 current National Board Certified (NBC) teachers. Filliater becomes the District’s first teacher to earn the certification in math and Chapman is the only NBCT in science. Daley is one of only two high school choir teachers in the state with the Music NBC. Adams becomes the fifth Maryvale teacher in the past five years to earn certification, equaling South Mountain for the most NBC teachers in the District.

Nora Gutierrez, Phoenix Union’s Assistant Superintendent of Operations
Nora Gutierrez will become Phoenix Union’s Assistant Superintendent of Operations, as part of Superintendent Dr. Kent Scribner’s administration re-organization, District officials announced today.
Gutierrez, currently the Assistant Superintendent of Human Resources, will transition into her new position next semester, while fulfilling her current assignment. A search will begin in January for her replacement in Human Resources.
As Assistant Superintendent of Operations, Gutierrez will oversee construction and facilities, technology and sustainability, transportation and workplace safety and security for the 17-school, 25,000-student district.
“Nora has built a very effective and high-performing team in the HR department and I have asked her to replicate the same success, and efficiency in the area of operations,” Dr. Scribner said. “She has tremendous knowledge of Phoenix Union systems, faculty and staff and organizational history. Our District, our students and the community will be well served by her leadership.”
Gutierrez has been the Assistant Superintendent for Human Resources since 2004, and was in the HR department since 2000, serving as the Director of Certificated Personnel for four years. Under her leadership, Phoenix Union has attracted and retained highly-qualified teachers through top salaries, outstanding benefits, professional growth, and new teacher mentoring and induction programs. Among her accomplishments is a comprehensive teacher recruiting effort that has brought teachers from across the nation and internationally to Phoenix Union. Because of an early severance program offered in 2005-2007, Phoenix Union has hired over 500 new teachers in the past three years. She oversees personnel matters for the 2800 employees, including over 1600 teachers.
“I have been an administrator in curriculum, human resources, and now operations, and my focus is always on students. Every area of administration has an impact on learning. In operations, meeting students’ needs, as well as employee needs, enhances student achievement,” Gutierrez said. I look forward to working directly with principals and the schools in this new role.”
Gutierrez has been with Phoenix Union since 1999, starting as an assistant principal of instruction at the newly-opened Cesar Chavez High School. Gutierrez began her education career as a language arts teacher at Roosevelt School District in 1984 and after 12 years in the classroom, she moved into the curriculum division of that district. She has a B.S. in Education from New Mexico State University and a Masters of Administration from ASU.
Gutierrez is a board member of Arizona Hispanic School Administrators, and a member of the Arizona Personnel Administrators Association; the Association for Supervision and Curriculum Development, and the National Science Teachers Association.
